Prepare the sauce by whisking starch and milk in a pan. Add sugar and cocoa.
Boil until bubbling, stir in butter, then set aside to cool completely.
Whisk eggs and sugar for 5-7 minutes until pale and voluminous.
Fold in oil, milk, and sifted dry ingredients. Mix until smooth.
Bake at
180°C (350°F)
for 30-35 minutes. Test with a knife to ensure it's done.
Rest cake for 10 minutes, then pour the room-temperature soaking milk over it.
Once cake and sauce are cold, layer with whipped cream and top with the chocolate sauce.

For the cleanest slices, wipe your knife with a warm, damp cloth between every cut. If you want the chocolate sauce to be even more decadent, you can add a handful of dark chocolate chips to the sauce while it is still warm!
